Abstract

Ce rapport vise à combler une lacune d’importance et à éclairer le débat sur le renforcement de l’État. Il apporte des précisions utiles sur les causes et les caractéristiques de la fragilité, ainsi que sur les moyens qu’a un État de parvenir à la stabilité et d’assurer sa résilience à terme. Il montre que le renforcement de l’État doit être envisagé sous l’angle de la formation de l’État et des relations entre l’État et la société. Sur cette base, il passe en revue les conséquences qui en découlent pour les efforts internationaux de renforcement de l’État au regard des divers aspects de la fragilité et se clôt sur un ensemble de recommandations pratiques pour l’élaboration des politiques et des programmes des donneurs bilatéraux et multilatéraux.
