Abstract

Le secteur des télécommunications s’est transformé sous l’effet d’une activité concurrentielle de plus en plus vigoureuse dans un environnement qui connaissait des changements réglementaire et technique rapides. A mesure de la croissance des nouvelles technologies et de l’entrée de concurrents, les entreprises cherchent un accès aux réseaux de leurs concurrents. Les règles de connection des réseaux peuvent être essentielles au succès de réseaux, les nouveaux comme ceux déjà en place, et peuvent avoir des effets significatifs sur l’investissement. En fait, les questions les plus complexes auxquelles ont à répondre les régulateurs dans un marché des télécommunications potentiellement concurrentiel ont fréquemment trait aux conditions d’accès d’un réseau à un autre. L’une des raisons du caractère critique du problème tient à ce que aussi longtemps que les souscripteurs sont seulement connectés à un réseau, ce réseau là est en situation de monopole même si différents réseaux ont été en concurrence pour attirer le souscripteur...
