Examen des réformes sectorielles au Royaume-Uni : Énergie et professions libérales

Abstract

Ce rapport analyse le cadre institutionnel et l’utilisation des instruments de politique sur la réforme réglementaire dans les secteurs du gaz et de l’électricité, ainsi que dans le secteur des professions libérales au Royaume Uni. Dans le secteur de l’énergie, le rythme et le champ de la réforme ont été, et continueront, à être très rapides. Cependant, il existe des tensions entre le régulateur compétent et l’autorité de concurrence, et certains problèmes particuliers de nature réglementaire résultent de l’extension d’un cadre de marché à des domaines précédemment contrôlés par une réglementation de monopole naturel traditionnel. De même l’interface entre la réglementation du marché de l’énergie et les questions sociales et d’environnement parait floue. Le rapport traite également des professions libérales, une composante significative du secteur des services qui est florissant au Royaume Uni.
