Abstract

Dans un certain nombre de pays, le secteur public se livre à des activités commerciales, suite en particulier aux pressions exercées sur les budgets nationaux et les réformes importantes qu’ont connu les secteurs publics depuis les années 80. Ces activités font désormais l’objet d’un examen attentif de la part des gouvernements, préoccupés des distortions de concurrence car ces activités peuvent bénéficier d’avantages contrairement aux concurrents du secteur privé.
