Abstract

This work aims to build a methodology to create a summary-indicator, at the state level, for Science, Technology and Innovation (ST&I). Given the multifaceted features promoting the build up of favorable environments for technological development and innovation and the availability of a large number of primary indicators related to this phenomenon, this work intends to present a synthesis targeted at the state administrators. Using the primary indicators already available that have been employed in international studies and in recent contributions by researchers on this topic, the work proposes their organization and transformation by thematic areas, using the experience acquired in the systematization of Brazilian ST&I information. The final product will consist of a single indicator built according to the proposed methodology for processing data used in the Manufacturing Technology Index of the UNDP, and with a composition directed toward the unique characteristics of each state.
