L’Acte fondateur OTAN-Russie, Négociations et influences sur la politique d’élargissement de L’OTAN À L’Europe centrale

Abstract

Les relations entre l’Alliance atlantique et Moscou sont analysées ici à l’aune des processus ayant mené à la signature de l’Acte fondateur en mai 1997. À travers l’étude du jeu et du positionnement des différents acteurs nationaux et internationaux, cet article entend déconstruire les tractations menées au sein de différentes arènes, en pointer les spécificités et ainsi proposer des pistes de réflexion pour étudier la relation complexe entre l’OTAN et la Russie. Grâce à l’étude de ses transactions et à l’inclusion dans l’équation des États d’Europe centrale, le surgissement et l’influence des passés douloureux seront également observés. Enfin, l’exemple choisi permet aussi de proposer une contribution à la réflexion sur le changement structurel en relations internationales.
