La Gazéification De L’oblast D’Irkoutsk : Entre Volontarisme et Échec Annoncé ?

Abstract

La gazéification se traduit notamment par le développement des réseaux de gazoducs et fait l’objet d’une attention redoublée, de la part de l’Etat russe et de Gazprom, depuis les années 2000. La Russie orientale, à laquelle appartient l’oblast d’Irkoutsk, est particulièrement concernée par cette entreprise. Les conditions semblent réunies pour sa mise en œuvre dans la région, cependant, les avancées sont presque inexistantes. Pourquoi cet échec ? La gazéification recouvre des enjeux multiples et offre un angle d’approche original pour étudier le fonctionnement de la « verticale du pouvoir » et les rapports centre-périphérie ainsi que le secteur énergétique russe de façon plus générale.
