Du développement local dans les nouveaux Länder allemands : acteurs et territoires des programmes d’initiative communautaire LEADER+

Abstract

Rattachés de fait à l’Union européenne par la réunification de l’Allemagne en 1990, les nouveaux Länder bénéficient, pour la période 2007-2013, de la quatrième campagne des programmes d’initiative communautaire LEADER en faveur du développement des zones rurales. Outil des politiques de développement endogène, le dispositif modifie les pratiques de l’intervention publique en faveur du développement local et contribue à l’intégration socioéconomique des campagnes d’Allemagne orientale par l’identification et la valorisation de ressources rurales nouvelles. Cependant, l’expérimentation des principes de la nouvelle gouvernance dans les territoires ruraux post-collectivistes révèle les capacités fortement différenciées de mobilisation et d’implication des acteurs locaux et met à l’épreuve le processus de convergence des trajectoires territoriales balisé par les politiques communautaires.
