Crise de l’offre foncière économique en Algérie : du blocage à l’investissement informel. Le cas de la ville d’Annaba

Abstract

Avec la libéralisation économique, l’État algérien s’assigne des missions régaliennes et managériales en vue de garantir et attirer les investissements étrangers pour créer des richesses et offrir de l’emploi. Dans cette perspective, l’accès au foncier a été placé au centre de dispositifs procéduraux pour parer à d’éventuels spéculateurs et ne pas brader le patrimoine public de l’État. Après une décennie (1990) d’improvisations, la décennie 2000 marque une volonté de prise en charge sérieuse du dossier foncier. Un état des lieux des ZI (Zones Industrielles) et ZAC (Zones d’Activités Commerciales) a été dressé en vue de rationaliser l’utilisation du potentiel foncier public existant et de le mobiliser pour la promotion de l’investissement privé. L’objet de ce travail est l’analyse du système de pilotage de l’offre foncière publique instauré pour promouvoir l’investissement privé en prenant pour étude de cas, Annaba, la 4 e ville d’Algérie.
