Abstract

Just before approval of the 2007 Financial Law by the Government, a Commission established by the Minister of Cultural Activities recommended a vast number of measures to increase funding of Heritage and Performing Arts activities. The Commission included personnel of both the Ministry of Finance and the Ministry of Cultural Activities. A classic divide took place in the Commission: the Culture people were strongly in favour of detaxing private contributions to cultural activities, while the Finance people were adamantly against, on the ground that detaxing contributions would establish a precedent, dangerous for the eventual tax revenue.
