Political Economy Of International Assistance: Economic, Political And Legal Constraints To Humanitarian Aid In Sudan

Abstract

Postoji veliki broj pravnih, politickih i ekonomskih ogranicenja za efektivnu humanitarno asistenciju u juznom Sudanu. Zestoki sukobi mogu izgledati kao bitan razlog za neuspijeh u potrebnoj pomoci stanovnistvu. Godina 2003. je donijela intenzivirane pregovore izmedu zaracenih strana sa ciljem okoncanja rata. Dogovoreno je da bi juznjacki pobunjenici ne samo dijelili vlast sa aktuelnom islamskom vladom, nego bi takode autonomija mogla da vodi do referenduma o otcjepljenju 2010-te. Godina 2004. i pocetak 2005. su pokazali, medutim, da je zemlja daleko od toga da postane stabilna. Kriza u Darfuru je dokazala da stanovnistvo ostaje ekstremno ranjivo i da se borbe izmedu Arapa i Afrikanaca mogu nastaviti za dugo vremena. Mada bi stalni prekid vatre i konacni mir mogli znacajno smanjiti ogranicenja u pomaganju sudanskom narodu, razlozi za pomoc nece isceznuti, posto ce uzasni uslovi vecine stanovnistva, ukljucujuci milione raseljenih, najvjerovatnije i dalje trajati.
