Abstract

The 1999/2000 Report of the German Council of Economic Experts is reviewed. With respect to monetary, fiscal and wage policy and to reforming the social security schemes and labour market institutions the report does not present new propositions, except for the detailed criticism of the proposal of the federal government to reform the personal and the corporate income tax and dissenting but not convincing opinions of a new member of the Council. The Report lacks a systematic overview of the consequences of the proposed tax reform for allocation and distribution. Therefore, the Council missed a chance to influence the coming tax legislation. The report does not mention or underestimates the implications of important developments in the EC, e.g. the EC-Employment Pact, the government conference on reforming the EC-institutions and certain important aspects of EC Competition Policy for the German banking system. The Council does not have a clear opinion on corporatistic policy models like the German Employment Pact, the EC Macroeconomic Dialog and the European Employment Pact.
