Some Problems in Increasing the Efficiency of Utilization of Labor Resources
AbstractThe Directives of the 23rd CPSU Congress for the Five-Year Economic Development Plan of the USSR for 1966-1970 set forth the following task: "To ensure the rational utilization of the labor resources in all the districts of the country, to enlist the youth and adolescents for production or further study after completion of general education school, to utilize better the labor force available in the countryside throughout the year." In conformity with this, questions of better utilization of the labor resources as the main productive force of society occupy an ever larger place in the work of the central and local party, soviet, and administrative bodies.
