The Situation in Russian Oil Refining

    The incorporation of Russia's oil refineries into vertically integrated oil companies has done a great deal to stabilize the situation in the sector, tying the interests of the refiners of the crude to the interests of the oil producers and marketers. In places where this balance of interest has yet to be achieved, or has been made complicated by the existence of technological or financial-economic problems at the ends of the chain (from the well to the gasoline pump), the results have been appreciably different from the national averages.
