AbstractThe June 1986 Plenum of the CPSU noted that side by side with unquestionable successes, "â¦ restructuring is as yet proceeding at a slow pace. Storming continues to flourish at many enterprises. The old slogan âthe plan at any priceâ is still in vogue. The switch to quality, productivity, and the new methods of management is difficult and painful.
