Abstract

The 2004 Annual Review of Development Effectiveness (ARDE) analyses and evaluates the World Bank's development assistance activities. It concludes that the Bank has paid insufficient attention to issues of growth. Furthermore, it argues that without growth no sustainable poverty reduction is attainable. The objective of our paper is two-fold. First, we have a closer look at the implications of the ARDE for Uganda. Second, we illustrate how growth aspects can be more actively taken into account and which interrelations with the social environment exist.
