Abstract

Local fiscal reform is a focal point of the national fiscal reform that aims to establish fiscal management by levels of government based on the tax division system. In achieving this goal, there are many problems that need to be solved. This article deals with the division of administrative powers and responsibilities, the division of revenue, and the implementation of a transfer payment system among all levels of government.
