What an Economic Adviser Can Do When He Disagrees with the President

Abstract

The author, a member of President Bill Clinton's Council of Economic Advisers, traces a fascinating history, some of which has never been told, about how differences between economic advisers and presidents have been resolved. But what to do under President George W. Bush as budget deficits quickly rise? Must economic advisers simply bend to politics. The author offers his advice.
