Abstract

En este artículo se realiza una reflexión sobre cuáles deben ser las características que debería cumplir una definición de discapacidad útil para realizar análisis económicos, en especial aquellos que tratan de conocer la posición de las personas con discapacidad en el mercado de trabajo. Entre todas las posibles, se destacan dos como cruciales: que la definición no identifique discapacidad e incapacidad para trabajar y que se base en la identificación de limitaciones para las actividades cotidianas; y que permita un recuento de las personas con discapacidad. Como características añadidas se señalan la limitación de la autoclasificación, que se cuente con medidas de la severidad de la discapacidad y de sus cambios. In this article, we present an analysis about the most important characteristics of a disability definition suitable for economic analyses related to people with disabilities, especially labour market issues. Two characteristics are crucial: not identifying disability and incapacity to work, using instead limitations to daily activities; and allowing a head count. Some second order characteristics are also identified: putting limits to selfclassifications; measuring disability severity, and their changes along time.
