Abstract

The main aim of this paper is to assess the impact of the implementation of the Single Farm Payment in the Spanish agriculture. Then, an econometric, dynamic and partial equilibrium commodity model for the Spanish agrifood sector that allows for projection and policy simulation under alternative policy scenarios has been built. The Spanish Econometric Simulation of Agricultural Policies (SESAP) model results indicate that the new decoupling measure introduced by the Luxembourg Agreement have mainly impact on the sectors included in the new Single Farm Payment, cereals, oilseed, cattle and beef meat, and sheep and lamb meat. Moreover, only changes in area harvested, number of animals and production for those products have been found. It is expected a decreasing trend in the area harvested, number of animals and production for most products except for barley, sheep and meat production where it is anticipated an increasing trend. Moreover, this decreasing trend would be reinforced by the introduction of the Single Farm Payment while the increasing trend would be braked. El objetivo de este trabajo es medir el impacto de la introducción del desacoplamiento de las ayudas, Pago Único, en la agricultura española. Para ello, se construye un modelo econométrico dinámico de equilibrio parcial para el sector agrario español que permita realizar predicciones y simulaciones de política bajo diferentes escenarios. Los primeros resultados obtenidos con este modelo Español de Simulación Econométrica de Políticas Agrarias (SEPA) indican que los pagos desvinculados de la producción modifi can signifi cativamente las decisiones de oferta de los productores, generando cambios en los sectores más dependientes de las ayudas: cereales, semillas oleaginosas, ovino y vacuno. Se espera una tendencia decreciente en la superfi cie cultivada, el tamaño de la cabaña y en la producción de la mayoría de los productos excepto para la cebada, ganado ovino y producción de las diferentes carnes. La introducción del desacoplamiento de las ayudas va a acentuar la tendencia decreciente actual y va a ralentizar la tendencia creciente existente en algunos productos.
