Abstract

In this article a reading of the 1991 Colombian Constitution is carried out from an economic perspective. This task is undertaken following a descriptive approach and taking into account four basic aspects into which the content of the Constitution is classified: economic development, macroeconomic aspects, microeconomic aspects and public finance and territorial ordering. In general it is found that economic issues give rise to considerable room in the Constitution. This article also considers a follow up of the legal and practical development of the two aspects that constituted the main economic reforms with institutional emphasis; those aspects are at the core of the debate proposed by the Samper Administration to modify the Constitution, they are central banking and fiscal federalism. This debate suggests that the Colombian case constitutes a good empiric evidence about the problems of collective action
