A magyar hallgatói hitelrendszer. Elméleti szempontok és nemzetközi összehasonlítás
[The Hungarian system of student grants. Theoretical criteria and an international comparison]

Abstract

A hallgatói kölcsönök intézménye a modern felsőoktatás-finanszírozás általánosan elfogadott eszköze az OECD-országokban, 2001. évi hazai bevezetése régi adósságot törlesztett. A magyarországi "diákhitel" megítélése azonban korántsem olyan egyértelmű, mint ahogyan azt a politikai retorika beállítja. Számos pozitív vonása mellett a magyar hallgatói hitelrendszer néhány ponton (többek között például a jelenleg alkalmazott kamatpolitikájában) nem felel meg az elméleti (hatékonysági és méltányossági) kritériumoknak, illetve - több más fontos elemét tekintve - a fejlett országok általános gyakorlatának. A tanulmány röviden összefoglalja az oktatás-gazdaságtan hallgatói hitelrendszerek szempontjából lényeges elméleti megállapításait, és az ezekből származtatható kritériumok és a nemzetközi tapasztalatok alapján elemzi a magyar hallgatói hitelrendszert, majd kiemeli azokat a pontokat, ahol a jelenlegi szerkezet változtatásra szorul.* Journal of Economic Literature (JEL) kód: I22.
