A kiigazítás - ahogy én látom

Abstract

A tanulmány célja az 1995 márciusában megkezdett és napjainkban sem lezárult stabilizációs program tényszerű értékelése, továbbá azoknak a máig is gyakori felvetéseknek, kritikáknak az áttekintése, rendszerzése, érvelésük lényegének megragadása, amelyek alapjaiban kérdőjelezik meg az aggregált kereslet radikális szűkítésével és súlyos társadalmi áldozatokkal járó stabilizációs programot. Kitér azokra az ugyancsak gyakori felvetésekre is, amelyek a gyors liberalizáció, továbbá az államháztartási reform indokoltságát vitatják, illetve egyértelműen negatív társadalmi és gazdasági hatásait vélik igazolni. Az évtizedfordulótól napjainkig végbement makrogazdasági folyamatok elemzése alapján megerősíti azoknak az álláspontját, akik a stabilizációs programot elkerülhetetlennek, radikális mértékét pedig szükségesnek tekintették. Az írás amellett érvel, hogy a közelgő válság már jóval korábban, 1992-ben látható volt, és preventív gazdaságpolitikai beavatkozással jóval kisebb társadalmi áldozatokkal is elérhető lett volna a kiegyensúlyozott fejlődés. Végül cáfolja azt a vélekedést, miszerint a stabilizáció kizárólag átmeneti eredményt képes elérni, amely csak további megszorításokkal tartható fenn a jövőben.
