Kiigazítás recesszióval. Kemény költségvetési és puha piaci korlát
[Adjustment with recession. Soft budget and hard market constraint]

Abstract

Mintegy 30 hónap telt el a magyar gazdaságtörténet egyik legmarkánsabb kormányzati intézkedéscsomagjának, az ún. Bokros-programnak a bevezetése óta. A kormányzat vezető tisztviselői, valamint kiemelkedő magyar és külföldi szakemberek a programot szükségesnek, közgazdaságilag helyesnek és sikeresnek tartják. Cikkemben ezekkel a véleményekkel kívánok vitába szállni. Álláspontom szerint, amit megkísérlek elemzéssel és statisztikai tényekkel igazolni: a kormányzat 1995-ben választott stratégiája téves diagnózison alapult, közgazdaságilag (egyetlen elemét, az árfolyampolitika módosítását kivéve) rossz irányban indult el, a kiigazítás sikere nem a programnak köszönhető, a kiigazítás recesszióval és a lehetséges növekedés elmulasztásával járt, és nem hozott tartós makrogazdasági stabilizációt. Cikkem Kornai Jánosnak az ebben a folyóiratban tavaly megjelent [1996] tanulmányához kíván hozzászólni, ezért is választottam írásom címének az általa jegyzett cím hasonmását, de fordított üzenettel. Kornai professzor életműve előtt tisztelettel fejet hajtva, cikkem éppen az általa képviselt álláspont fordítottját kívánja kifejteni.
