A dél-európai országok európai integrációja és annak tanulságai I
[The European integration of the South-European countries and its lessons Part I]

Abstract

A három dél-európai ország: Görögország, Spanyolország és Portugália európai integrációs tapasztalatai az Európai Unióhoz csatlakozni készülő országok számára nemcsak azért rendkívül hasznosak, mert a különbségek ellenére igen sokban hasonlóak voltak, amikor az Európai Közösséghez csatlakoztak, hanem azért is, mert az azóta bekövetkezett fejlődésük jól mutatja, hogy a fejlett országok utolérése terén milyen különbségek keletkezhetnek és azok mennyire a végrehajtott reformoktól és az alkalmazott gazdaságpolitikától függenek. A dél-európai országok csatlakozásakor még nem lehetett tudni, hogy az európai gazdasági integrációban való részvételük milyen következményekkel jár, és az ettől várható előnyökkel kapcsolatban igen erős kételyek is éltek. Több mint tíz év tapasztalatai bebizonyították, hogy helyes gazdaságpolitika esetén a csatlakozásból származó előnyök is és az azzal párhuzamosan végbemenő intézményi és modernizációs változások is olyan fejlődésre vezettek, ami a várakozásokat jelentősen felülmúlta.* Kutatásunkban arra vállalkoztunk, hogy megvizsgáljuk, hogyan alakult a három déleurópai ország részvétele az európai gazdasági integrációban, és tapasztalataikból levonjuk az Európai Unióhoz ezután csatlakozni kívánó országok számára hasznosítható tanulságokat. Részletesebben azt elemeztük, hogy a csatlakozásnak középtávon milyen hatása van a külkereskedelem dinamikájára, piac- és áruszerkezetére eredményeinket a tanulmány második részében fogjuk ismertetni.
