Erwerbsverzicht und Arbeitsmarktbedingungen in der Schweiz

Abstract

Ein Erwerbsverzicht liegt vor, wenn Personen unfreiwillig aus dem Arbeitskräftepotenzial ausscheiden oder – falls sie vorher nicht aktiv im Arbeitsmarkt engagiert waren – gegen ihren Willen nicht am Arbeitskräftepotenzial partizipieren können. Der Erwerbsverzichts ist in konjunkturell weniger günstigen Zeiten erheblich und unterliegt beträchtlichen, länger anhaltenden Schwankungen, die sich in entsprechenden Veränderungen der Beschäftigtenquote niederschlagen. Wie eine ökonometrische Analyse zeigte, werden Veränderungen des Erwerbsverzichts in erster Linie durch die Lage am Arbeitsmarkt bestimmt. Eine Verringerung des Arbeitsmarktungleichgewichts bzw. eine Zunahme der Beschäftigung führt zu einem Rückgang des Erwerbsverzichts und umgekehrt. Eine Stabilitätsanalyse der geschätzten Regressionskoeffizienten lässt den Schluss zu, dass sich dieses Verhaltensmuster in den vergangenen zwanzig Jahren kaum verändert.
