Türkiye için sanayi politikası arayışları

Abstract

Bu makalede, küresel kriz içinde izlenebilecek bir sanayi politikası yaklaşımı geliştirilmektedir. Çalışmada öncelikle, küresel krizin korumacılık politikalarında yol açtığı yükseliş, gerileyen ekonomi karşısında iç talebi artıracak politikaların uygulanması beklentisi ve sektör spesifik bazı sanayi politikalarının benimsenmesi gerektiği tartışmaları özetlenmektedir. Bu tür sektör spesifik sanayi politikalarının başarıları ve sanayi politikalarında değişen yaklaşım tartışılmakta ve Türkiye’nin sanayi performansı ve teknoloji yoğunluğundaki değişim göstergelerle ortaya konmaktadır. Çalışmada, AB sanayi politikası yaklaşımı doğrultusunda, sanayi sektörlerinin gelişimini kısıtlayan başlıca faktörlerin sektörler itibariyle gruplandırılmasıyla, bu kısıtların ortadan kaldırılmasını hedefleyen bir sanayi politikası yaklaşımı önerisi yapılmaktadır. Böylece, izlenecek sanayi politikası, kısa vadede iç talebi canlandırırken uzun vadede sanayinin rekabet gücünün artmasına imkan sağlayacaktır.
