Türkiye’de enflasyon ve döviz kurunun para politikası kuralı üzerindeki etkisi

Abstract

Bu çalışmanın amacı, Türkiye’de para politikası kuralının geçerliliğini ve enflasyon ile döviz kurunun para politikası kuralı üzerindeki etkisini tespit etmektir. Enflasyon hedeflemesi stratejisinin uygulandığı 2001:8-2006:12 dönemini kapsayan bu çalışmada, kısa dönem faiz oranı, reel üretim açığı, tüketici fiyat endeksinden hareketle hesaplanan enflasyon oranı ve reel efektif kur endeksi değişkenleri kullanılmıştır. Granger nedensellik analizinin sonuçları, enflasyon ve üretim açığından faiz oranına doğru tek yönlü bir nedensellik ilişkisi olduğunu göstermektedir. Regresyon tahminleri ise, temel ve açık ekonomi para politikası kuralının Türkiye için geçerli olduğuna, kısa dönem faiz oranı üzerinde enflasyon ve üretim açığının pozitif ve istatistiki olarak anlamlı, döviz kurunun ise negatif ve istatistiki olarak anlamsız bir etkisi olduğuna işaret etmektedir. Analiz sonuçlarına göre, Merkez Bankası’nın para politikasını belirlemesinde, enflasyon önemli bir rol oynarken, döviz kuru çok küçük ya da önemsiz bir rol oynamaktadır.
