Türkiye ekonomisinde beşeri sermaye-verimlilik artışı ilişkisi

Abstract

Bu çalışmada, sürdürülebilir ekonomik büyümenin kaynağını oluşturan verimlilik artışı ile verimlilik artışının en önemli belirleyicilerinden olan beşeri sermaye arasındaki ilişki incelenmektedir. Gerek zaman içerisindeki gelişimi, gerekse de farklı gelişmişlik düzeylerindeki 50 dolayındaki ülke ile kıyaslandığında, Türkiye ekonomisinde verimlilik artışının zayıf olduğu, verimlilik artışındaki bu zayıflığın ise beşeri sermaye göstergelerindeki zayıflıkla ilişkilendirilebileceği sonucuna varılmıştır. Eğitim kademelerindeki okullaşma oranı ile işgücünün ortalama eğitim süresi gibi beşeri sermaye göstergelerinde iyileşme yaşanmış olmakla birlikte, bu iyileşmelerin gerekli kaynaklarla desteklenmemesi sonucunda beşeri sermayenin verimlilik artırıcı etkisinin yeterince gerçekleşmediği ortaya konulmuştur
