Abstract

Ömürboyu gelir hipotezi mali politikaların Ricardo’cu denklik altında ömürboyu gelir üzerinde etkisi olmadığından hanehalkı tüketimini de etkileyemeyeceğini savunmaktadır. Ancak, Giavazzi ve Pagano (1990), Bertola ve Drazen (1993) ve Sutherland (1997)’ın mali stabilizasyon üzerine yaptıkları çalişmalar maliye politikalarının hanehalkı tüketimi üzerinde Keynesyen olarak nitelendirilen etkileri olduğunu göstermektedir. Bu etkilerin varlığı tüketici davranışlarının daha detaylı incelenmesine olanak sağladığı gibi, maliye politikalarının fiyat düzeyini belirlediğini iddia eden fiyat düzeyine mali yaklaşım (FTPL) hipotezinin varlığının göstergesi olarak da görülebilir. Sonuç olarak bu çalışma; önceki teorik ve deneysel analizleri çıkış noktası olarak almış; Türkiye gibi sürekli bütçe açığı, sağlıksız maliye politikası ve uzun süreli yüksek enflasyon yaşayan bir ülkede bireylerin tüketim eğiliminde, maliye politikalarının etkisi olup olmadığı görebilmek ve buradan enflasyonun nedenleri sorununa bir bakış açısı oluşturabilmek için yapılmıştır. Çalışmanın deneysel sonuçları göstermektedir ki mali politikalar hanehalkı tüketimi üzerinde dönemler itibariyle genişletici veya daraltıcı etkiler yaratmaktadır.
