Türkiye’nin İktisadi Gelişmesinin Beşeri Sermaye İçerikli Solow Modeli Açısından Bir Değerlendirmesi

Abstract

Bu çalışma, iktisadi gelişmede teknik yenilik, yatırımlar ve beşeri sermaye ilişkisinin önemini vurgulamaktadır. Araştırmada ABD, İngiltere, Fransa, Japonya, Batı Almanya ve İtalya’yı kapsayan altı gelişmiş ülke ele alınarak yapılan Türkiye karşılaştırması, beşeri sermaye içerikli Solow Modeli çerçevesinde analiz edilmektedir. Seçilen gelişmiş ülkelerdeki iktisadi gelişmenin temelinde beşeri sermaye birikimi, yatırımlar ve teknik yeniliklerin bulunduğu anlaşılmaktadır. Gelişmiş ülkelerdeki beşeri sermaye birikimi, bütçeden eğitime ayrılan payla doğru orantılı olarak gelişme göstermektedir. Bu ülkelerde, teknik yeniliklerle donatılan yatırım harcamalarının sonucunda üretimde ve iktisadi gelişmede reel artışların meydana geldiği gözlenmektedir. Türkiye’nin istikrarlı bir yapıya kavuşturulamayan iktisadi gelişmesiyle ilgili sorunlarının temelde beşeri sermaye, teknik yenilik ve yatırım ilişkisinin kurulamamasından kaynaklandığı görülmektedir. Türkiye’nin beşeri sermaye birikimi ve teknoloji üretimi için yüksek oranda kaynak ayırması gerekir. Oysa, Türkiye’nin ayırdığı oran iktisadi gelişmede kalıcı büyüme rakamlarını yakalayabilmek için çok düşüktür. Dolayısıyla Türkiye, öncelikle beşeri sermaye birikimine ağırlık vermelidir. Çünkü beşeri sermaye birikiminde meydana gelen artış, teknoloji üretimini artırabilecektir. Teknik yeniliklerin yatırımlara dönüştürülmesiyle üretim boyutlu reel büyüme gerçekleşebileceğinden bu durum, istihdam hacmine pozitif katkı sağlayabilecektir. Bu bağlamda verimlilik artışıyla meydana gelen katma değer, ülkede kalacağı için gayri safi milli hasıla toplumsal refaha dönüşebilecektir.
