Abstract

This article presents a comparative analysis of the inward and outward foreign direct investment in Turkey. It is hypothesized that the country’s negative business climate caused by both economic and political factors is a major determinant of both investment flows. We investigate the reasons as to why Turkey is, in comparison to many developing countries that have attracted and benefited from significant inflows of foreign direct investment, conspicuous as a country that has not done so, its increasing openness to international trade notwithstanding. After showing that Turkey’s outward investment has surged recently, the analysis attributes the causes of such surge to the meagre inward investment flows. In conclusion, it is argued that recent institutional reforms and increasing economic and political stability could make Turkey an important host country for foreign direct investment in the future.
