Antidamping Uygulamalarının Ekonometrik Analizi: Türkiye Örneği

Abstract

GATT/DTÖ tarafından konulan Anti Damping Kodu bir çok ülke tarafından uzun yıllardan beri kullanılmaktadır. Türkiye’de bu uluslar arası ticaret politikası aracını 1989 yılından beri kullanmaktadır. Bu çalışmanın amacı Türkiye’deki anti damping uygulamalarının belirleyenleri incelemektir. Bu amaçla çalışmada bir ekonometrik model kurulmuş ve bu model Negatif Binomial Regresyon kullanılarak tahmin edilmiştir. Yurt içi ekonomik faaliyetlerin (GSYİH) ve ithalat artış hızının anti dampingin açıklanmasında istatistiksel olarak anlamlı değişkenler olduğu bulunmuştur. Sonuçlar makroekonomik değişkenlerin anti damping kararlarını etkilediğini ortaya koymaktadır. Bu nedenle, diğer ülkelerin uygulamalarında olduğu gibi anti dampingin adil uluslar arası ticareti sağlamaktan çok ticaretten korunmak için kullanılan bir araç olduğu değerlendirilebilir.
