La Descentralización Fiscal en Argentina: Desafíos de política para los Gobiernos Subnacionales

Abstract

Es importante destacar la modalidad económico-institucional que tuvieron los procesos de descentralización, acentuados en el mundo por las razones citadas y principalmente por la mayor asignación de funciones a los gobiernos subnacionales. En algunos casos, la descentralización tomó la figura de “federalismo fiscal” en el sentido tradicional; esdecir, la mayor asignación de funciones a los gobiernos provinciales y locales se hizo como “delegación de responsabilidades” y en el marco de una relación de agencia con un principal (el gobierno central) que proveyó los recursos para ciertas actividades y los agentes (los gobiernos subnacionales) que debían llevar a cabo las actividades previstas.
