Eficiencia y equidad en el financiamiento universitario argentino

Abstract

En este artículo se analizan las políticas de financiamiento universitario estatal en Argentina, teniendo en cuenta especialmente los aspectos de eficiencia y de equidad basados en la teoría económica. Después de definir las características que enmarcan a la Universidad Estatal Argentina como un bien público, se presenta la comparación de las performances exhibidas por los países integrantes del llamado Grupo de los 7, a modo de relaciones de los distintos conceptos que intervienen (la eficiencia que contiene a la eficacia y este a su vez contiene la calidad académica). También examina los efectos distributivos resultantes en materia financiera de la relación del Estado con las universidades y las posibilidades de realización del objetivo de igualdad de oportunidades. Como conclusiones relevantes presenta que el sistema educativo genera un ajuste automático vía reducción de la calidad del servicio y que la provisión del mismo como un bien público no puede justificarse con el objetivo de la búsqueda de la igualdad de oportunidades, pues en este caso se han encontrado severas contradicciones entre ellas, que los que mayor beneficio obtienen son los hogares de ingresos medio y medios altos que capturan el 86% del total del subsidio generando un resultado distributivo no acorde al objetivo deseado. / This article analyses state university funding policies in Argentina, taking into account the aspects of efficiency and equity based on economic theory. After defining the characteristics that frame the Argentine State University as a public good, a comparison of the performance of the countries of the so-called Group of 7 is presented. It also examines the distributive effects resulting in financial matters from the relationship between the State and the universities and the possibilities of achieving the objective of equal opportunities. The relevant conclusions are that the education system generates an automatic adjustment via a reduction in the quality of the service and that its provision as a public good cannot be justified by the objective of seeking equal opportunities, since in this case severe contradictions have been found, including the fact that those who benefit most are middle and upper-middle income households, which capture 86% of the total subsidy, generating a distributive result that is not in line with the desired objective.
