Abstract

En este trabajo se presenta una metodología que permite estimar la función de costes implícita en la fórmula de reparto de la financiación sanitaria utilizando datos de gasto autonómico. Los resultados permiten extraer algunas conclusiones sobre la dirección en la que habría que modificar la actual fórmula de necesidades de gasto para dotar a todas las regiones de los recursos necesarios para ofrecer un nivel similar de servicios sanitarios. Encontramos, en particular, que sería deseable aumentar la ponderación del envejecimiento e introducir como criterios adicionales de reparto la superficie y la renta relativa regional así como un indicador de escala.
