Electronic bidding in Brazilian public administration purchases

Abstract

This paper intended to evaluate the determinative factors in the price variation of the purchases through e-bidding in Brazil. A survey in 195 e-bidding winners was carried through to test the relation between the price variation and representative variables of transaction-cost theory. Through analysis of correlation and multiple linear regression, the number of suppliers, the specificity of the assets, the purchased amount and the frequency of the transactions had a combined explanation influence on 67.4% of the variations of the prices. This paper concludes with a discussion about the advantages of e-bidding to reduce the expenditures on public purchases.
