State Policy in the Sphere of Balancing the Ukrainian Budget

Abstract

The goal of the article is to identify specific features of realisation of the state policy and also internal and external factors that influence the state of state finance and to determine sources of replenishment and balancing of the State Budget of Ukraine. In the result of the study the article reveals main contradictions of carrying out of the state policy with respect to the balancing of the State Budget of Ukraine. It groups factors that influence the negative state and disbalancing of the Ukrainian budget by the nature of influence (internal and external). It offers a scientific approach to replenishment and balancing of the budget of Ukraine by means of activation of internal financial potential sources, which would ensure levelling of its expenditures and income and would lay the foundation of long-term stable growth, solution of existing contradictions of socio-economic development. Results of the study could be used when developing an anti-crisis plan on securing additional budget receipts by means of accumulation of internal potential financial resources as a basis of realisation of a long-term and effective state policy in this sphere.
