"This paper focuses on the 'flexicurity' concept, which links flexibility on the labour market with social security. It is applied here to the institutional basic conditions of the Federal Republic of Germany and is discussed as an alternative to solely increasing flexibility. The central elements are the four concepts which are to be linked together: transitional labour markets, collective bargaining policy and working time policy both aimed at safeguarding employment, life-long learning and a basic level of welfare. In an analytical perspective these can be applied to both the employment phase and the post-employment phase. In conclusion the concept of flexicurity developed here is applied to the various forms of atypical employment relationships." (author's abstract, IAB-Doku) ((en))
