Abstract

El propósito del trabajo es aportar elementos de juicio al debate sobre la conveniencia de introducir algún mecanismo fiscal que permita a las regiones integradas en la Unión Monetaria Europea (UME) afrontar las perturbaciones asimétricas. Para ello, en primer lugar, hemos evaluado la función estabilizadora del presupuesto español. Los resultados obtenidos evidencian la escasa relevancia económica de la función estabilizadora del presupuesto español. En segundo lugar, proponemos un mecanismo de estabilización a nivel federal para la UME destinado a compensar las perturbaciones asimétricas de las regiones integradas. Por último, planteamos un mecanismo de estabilización a nivel regional basado en un comportamiento contracíclico de la inversión pública. Classification-JEL : E62, E63, F42.
