Abstract

Por que é tão difícil para tantos países, e parece tão fácil para alguns, alcançar a convergência com os padrões de vida prevalecentes nos países mais avançados? Este artigo procura responder a esta questão, analisando o desempenho de alguns países em desenvolvimento, e o modo como esses países desenvolveram algumas inovações institucionais. A comparação de algumas experiências de crescimento na Ásia com outras da América Latina permitiu-nos retirar alguns factos estilizados e três conclusões principais: a) as reformas bem sucedidas são as que combinam princípios económicos saudáveis com capacidades, restrições e oportunidades locais; b) o crescimento económico não corresponde à ordem natural das coisas e a preparação de um terreno sem obstáculos pode não ser suficiente para estimular o dinamismo da produção; c) as inovações institucionais requerem uma abordagem pragmática que evite o bloqueio ideológico.
