Бесхозная Государственная Земля: Проблемы И Варианты Их Решения

Abstract

В начале 90-х годов ХХ-го века в России была проведена земельная реформа. После долгих и очень жарких споров была разрешена частная собственность на землю и началась ее приватизация. Проблемы использования приватизированных земель находятся под пристальным вниманием органов власти, средств массовой информации и ученых. Вопросам распоряжения и использования земель, оставшихся в государственной собственности, уделяется значительно меньше внимания. О необходимости разграничения земель, находящихся в государственной собственности, на федеральную, региональную и муниципальную было заявлено еще в 2001 г. Однако до сих пор основные площади государственных земель не разграничены. Собственники этих земельных участков не определены, земли остаются «ничейными». Неразграниченность государственных земель оказывает решающее влияние на развитие сельского хозяйства и сельских территорий.
