VAS come processo integrato nella governance della formazione del piano

Abstract

La discussione introduttiva che qui si sviluppa ha l?obiettivo di mettere in evidenza alcuni punti cruciali dei processi di Valutazione Ambientale Strategica (VAS) che verranno approfonditi nei saggi che seguono. Questi punti sono da considerare quali riferimenti di sfondo, chiavi di lettura non esaustive, ma certamente significative, dei contributi proposti nel seguito, anche se, necessariamente, vanno considerati come espressione della visione soggettiva di chi scrive. Si ritiene, quindi, che la VAS giochi la sua efficacia in relazione alla sua endoprocedimentalit? rispetto al processo di piano cui si riferisce, alla qualit? della partecipazione, all?adeguatezza ed all?attuabilit? del monitoraggio. Le tre brevi sezioni di questa introduzione si articolano su queste tre questioni, mentre, nelle conclusioni, si discute brevemente come queste problematiche possono essere un punto di partenza importante per la lettura dei contributi che seguono.
