Abstract

La gestione del sistema idrico francese (di Amedeo Amato e Andrea Moisello) - ABSTRACT: Il sistema idrico francese ? basato su due importanti leggi del 1964 e del 1992 che ne fissano i principi cardine, come la suddivisione del territori nazionale in sei bacini idrografici. In ogni bacino sono presenti due istituzioni: l?Agenzia dell?Acqua in possesso del potere esecutivo e il Comitato di Bacino, una sorta di parlamento dell?acqua che ha il compito di redigere dei piani d?azione denominati SDAGE (Sch?mas Directeurs d?Am?nagement et de Gestion des Eaux) che fissano le linee guida della politica idrica per i successivi 15 anni. Il prezzo dell?acqua si fonda su due principi che permettono al settore idrico il quasi completo autofinanziamento: l?eau paie l?eau e pollueur-payeur. L?organizzazione del servizio idrico ? stabilita dal governo municipale che pu? scegliere se gestire direttamente il servizio o se delegarlo ad una societ? privata: attualmente in Francia la gestione delegata rappresenta il metodo pi? impiegato.
