Abstract

La dimensione comunitaria degli enti locali: la cooperazione transnazionale (di Francesco M. Lazzaro) - ABSTRACT: L?Autore ripercorre le vicende istituzionali comunitarie che hanno portato all?emersione delle regioni e degli enti locali sulla scena europea, per poi soffermarsi sulla materia della cooperazione transnazionale. Tale tipo di collaborazione fra enti territoriali appartenenti a Stati diversi costituisce un settore di attivit? abbastanza recente, ma dal quale l'Unione europea attende importanti risultati, non solo per l?elaborazione delle best practices da parte dei soggetti partecipanti alle iniziative, ma anche (e soprattutto) per assicurare una forte integrazione comunitaria dal basso. La riforma del titolo V, parte II, della Costituzione offre poi nuove basi giuridiche per un effettivo radicamento di questo modello cooperativo, tanto da potersi ritenere affermata la presenza di una dimensione comunitaria degli enti locali.
