Riflessioni (metodologiche) sulla riforma del Welfare

Abstract

N? la stringenza del vincolo di bilancio, n? la competitivit? internazionale, n? la questione dell?efficienza sono ragioni sufficienti a sostenere la necessit? di una riduzione dello Stato Sociale. In realt? una profonda ristrutturazione ? necessaria per ridurre i costi unitari di produzione dei servizi di welfare aumentando la produttivit? del settore, e per rispondere ai bisogni emergenti dall?evoluzione socio-demografica e del ciclo economico. Ma per decidere le dimensioni della spesa pubblica da destinare al welfare il solo parametro del vincolo di bilancio non ? sufficiente; occorre anche il set di preferenze determinato dalla tavola dei valori dei decisori politici. Questa tavola dei valori e le resistenze alla riduzione dei costi unitari delle prestazioni del welfare sono oggi gli ostacoli principali alla razionalizzazione e al miglioramento dello stato sociale e sono la causa principale della opposta tendenza verso la sua riduzione.
