Deriving Macro Policy from Income Inequality Decompositions by Subgroups: A Cautionary Discussion

Abstract

Redistributive macro policies widely refer to the evidence provided on disaggregated components of overall income inequality by different social groups. These decompositions help identify the determinants of income inequality and their relative contributions to the overall inequality, yet, deriving policy related statements from the results obtained needs a great caution. This essay raises issues on policy making based on sub-group decompositions of income inequality taking one of the forefront social stratifiers across the globe as an illustrative case. Decomposition results often suggest that the component of income inequality by social subgroups is not as consequential as other sources of inequality because it is often found that the share of within-group inequality is a larger component of overall income inequality compared to the inequality between groups. We develop the argument that such statements can be problematic for at least two reasons: first, we argue that the contributions of within- and between-subgroup inequality components are contextually incommensurable. Secondly, higher within-group inequality often reflects the implicit selection bias that lies within the socially- stratified structure of labor markets.

    Note: [Turkish Title] Gelir Eşitsizliği Ayrıştırma Bulgularının Makro Politika Çıkarımları Üzerine Bir Değerlendirme [Turkish Abstract] Gelirin yeniden dağılımına yönelik makroiktisadi politikalar sıklıkla gelir eşitsizliği endekslerinin seçilmiş toplumsal grup bileşenlerine ayrıştırma yöntemleriyle elde edilen bulgulara atıfta bulunur. Eşitsizlik ayrıştırma yöntemleri, eşitsizliğin ne kadarının gruplar arası, ne kadarının grup içi eşitsizliklerden kaynaklandığına dair bilgi sağlar. Bu yöntemler gelir eşitsizliğinin belirleyici unsurlarını ve bu bileşenlerin genel eşitsizlik düzeyine katkılarını saptama araçları olarak kullanılır. Ancak elde edilen sonuçların politik çıkarımlarını üretmek daha fazla özen ve dikkat gerekmektedir. Yapılan araştırmalarda ayrıştırma bulguları genellike ırk, cinsiyet, yaş, etnik kimlik gibi toplumsal gruplara göre hesaplanan gruplar arası eşitsizlik düzeyinin grupların kendi içlerindeki eşitsizlik düzeylerine kıyasla daha düşük olduğunu ortaya çıkarmakta ve bu nedenle göreli olarak toplumun bütününe yönelik genel eşitsizliğin giderilmesinde daha az etkili, daha ardıl olduğu yönünde çıkarımlar yapılmasına yol açmaktadır. Bu çalışmada, söz konusu çıkarımların son derece sakıncalı olduğu savunusu iki temel argüman öne sürülerek gerçekleştirilmektedir. Bunlardan ilki gruplar arası ve grup içi eşitsizlik düzeylerinin istatistiksel olarak olsa da bağlamsal olarak aslında karşılaştırılamaz olduğu savıdır. İkincisi ise grup içi eşitsizlik payının gruplar arasına kıyasla daha yüksek düzeyde olmasının temel sebebi toplumsal olarak katmanlaşmış işgücü piyasalarının örtük bir biçimde seçim yanlılığın doğurduğu ve elde edilen bulguların bunun bir yansıması olduğu düşüncesidir.
