Teşviklerin Bölgesel Ekonomik Büyüme Üzerindeki Etkisi: Ampirik Bir Analiz

Abstract

Teşvikler, çok uzun zamandan bu yana, hem gelişmiş, hem de gelişmekte olan ülkelerin hükümetleri ve karar alıcıları tarafından belirli sanayileri desteklemek ve bölgesel kalkınmayı gerçekleştirmek için kullanılan en önemli politika araçlarından biridir. Türkiye ’de teşviklerin istihdam, sanayileşme ve yatırım üzerindeki etkisi üzerine yapılmış bazı çalışmalar bulunmakla birlikte, teşviklerin bölgesel ekonomik büyüme üzerine nasıl bir etki yaptığını istatistiksel yöntemlerle inceleyen herhangi bir çalışma bulunmamaktadır. Bu çerçevede bu makalenin amacı, Türkiye ’de illere verilen yatırım teşviklerinin bölgesel ekonomik büyüme üzerindeki etkisini ampirik olarak analiz etmektir. Bu amaç doğrultusunda 81 il düzeyinde veri seti kullanılarak kurulan ekonometrik model, regresyon analizi ile tahmin edilmiştir. Regresyon analizinden elde edilen ampirik bulgular, bir ilde teşvikle yapılan yatırımlar arttıkça, o ildeki hem GSYİH miktarının, hem de kişi başına gelirin artmakta olduğunu ortaya koymuştur. Ayrıca bir bölgenin nüfus ve kredi miktarı ile sanayi tesisi ve patent sayısı artıkça, bölgesel büyüme imkanı da artmaktadır. Öte yandan kamu yatırımları bölgesel ekonomik büyümeye herhangi bir etki yapmazken, insan sermayesinin sadece sınırlı düzeyde etki yaptığı görülmektedir. Bu sonuçlar, genel olarak Türkiye’de uygulanan yatırım teşviklerinin bölgesel düzeyde ekonomik büyümeye katkı sağladığını ortaya koymaktadır.

    Note: [English Title] The Impact of Investment Incentives on Regional Economic Growth: An Empirical Analysis [English Abstract] Incentives are one of the most important policy instruments used by governments and policy-makers in both developing and developed countries for the purpose of industrial and regional development. Although there are several studies analyzing the effects of incentives on employment, investment and industry in Turkey, so far no study has focused on whether incentives may have any impact on regional growth. In this regards, the aim of this paper is to analyses the impacts of investment incentives on regional economic growth in Turkey. We estimate a set of models using a provincial level data for 81 Turkish provinces. Empirical evidence from the models show that as incentive-based investment increase in a province, both GDP and GDP per capita at regional level increase. Provinces with a larger population, greater number of industrial enterprise, higher number of patent and better credit availability have grown faster than all other provinces of Turkey. On the other hand, the empirical findings also indicate that while public investment has no significant effect on the regional economic growth, human capital has only limited impacts on the growth at the regional level. These results can be interpreted to suggest that investment incentives significantly contribute to the economic growth at regional level.
