Birleşik Krallık’ta Siyasi-İktisadi Dönüşüm Ve Kamu Mali Krizi

Abstract

Birleşik Krallık'ta Mayıs 2010 genel seçimleri ile iktidara gelen koalisyon hükümetinin ilk icraatı mali krizi aşabilmek için kamu harcamalarında önemli oranda kesintiye gideceğini açıklamak oldu. Zira, Birleşik Krallık, bir taraftan hızla artmakta olan kamu borçları ile diğer taraftan ise ekonomik durgunlukla mücadele etmek zorunda; bu anlamda kamu maliyesi birbiriyle çelişen iki derin problemle karşı karşıya. Kamu kesimi açıklarındaki ve dolayısıyla borçlanmasındaki hızlı artışın, 2008 ekonomik krizi ardından kamunun üstlenmek zorunda kaldığı işlevler ve maliyetlerle doğrudan ilişkili olduğu açıktır. Tüm bu tespitlerle birlikte bu çalışma, İngiltere'nin kamu mali krizini, raslantısal bir daralmaya bağlı olarak ortaya çıkan kısa vadeli bir sorun olarak görmemekte; kamu mali krizlerinin orta vadeli politika tercihlerinin şekillendirdiği bir olgu olarak ele alınması gerektiğini düşünmektedir. Çalışmanın amacı, bu çerçevede Birleşik Krallık için bir mali analiz sunmaktır. Çalışma, 1979 yılında Thatcher hükümetiyle başlayan ve günümüze kadar süregelen 31 yıllık dönemin belirleyici çerçevesinin neoliberal politikalar olduğu tespitinden hareketle, ilgili dönemin kamu borçlanmasını, gelir ve harcama politikalarını kronolojik ve yapısal bir incelemeye tabi tutmaktadır.

    Note: [English Title] Political-Economical Changes in United Kingdom and Fiscal Crisis [English Abstract] The very first policy implemented by newly-elected coalition government in UK is to unveil an austerity plan and to drop an axe on public spending. Today the rocketing budget deficit and economic recession are two main problems of UK economy; and the former is mainly due to government intervention to save financial sector from collapse. Yet this article does not claim that the fiscal crisis of the UK state is only a contingent event given rise by a temporary recession. Rather this work evaluates the crisis of public finance as a structural problem. The aim of this article is to depict this dynamic patterns of public finance through analysing medium term political and economic structure of UK. This work chronologically and structurally deals with the public debt, revenue and expenditure dynamics in the era beginning with the Thatcher government and lasting 31 years up to current crisis, with a specific emphasis on the argument that the period is shaped by the neoliberal policies.
