Análisis Del Fondo De Infraestructura Social Municipal En El Estado De Veracruz (Fais)

Abstract

Este estudio analiza la importancia y orientación de los recursos fiscales descentralizados del Fondo de Infraestructura Social Municipal a la inversión social municipal. Identifica los principales obstáculos, debilidades y fortalezas de sus mecanismos de asignación en las entidades. El análisis a nivel estatal se centra en los municipios del Estado de Veracruz de Ignacio de la Llave1 cuya entidad obtuvo en promedio el 11% de ese fondo a nivel nacional (1998-2010). Para el análisis del FAIS, se priorizaron doce variables de dimensión de desarrollo social, construidas a partir de información y datos provenientes del Sistema Nacional de Información Municipal y del Instituto Nacional de Estadística y Geografía Mexicano. El ejercicio realizado se basó en el método de componentes principales y permitió establecer distintos niveles de gestión en relación a variables de carencia municipal en materia de pobreza por medio de la estratificación óptima. De esta forma, fue posible ordenar los 210 Municipios del Estado de Veracruz de acuerdo a su nivel de gestión obteniéndose cinco estratos: 16% presentaron muy alta gestión, 32% alta, 29% mediana gestión, 20% baja gestión y un 4% muy baja gestión municipal.
